La oss som et tankeeksperiment si at en regelendring f\u00f8rer til en \u00f8kning i bruktboligprisne p\u00e5 10%, og vi sier at verdien av den samlede boligmassen i Norge er p\u00e5 4000 mrd, s\u00e5 vil verdi\u00f8kningen v\u00e6re p\u00e5 rundt 400 mrd. kroner.<\/p>\n<p>Verdien p\u00e5 boligene vil stige, men det vil ogs\u00e5 kostnadene. Uten befolkningsveks vil bo-kostnadene i samfunnet \u00f8ke med 400 mrd. de ogs\u00e5. Om vi har en viss befolknings\u00f8kning vil kostnadene \u00f8ke med mer enn 400 mrd kroner. De fleste av oss er b\u00e5de forbrukere av bolig og investorer i bolig gjennom at vi eier v\u00e5r egen bolig, og for oss har det lite \u00e5 si. Men ca. 25% av husstandene eier ikke sin egen bolig og mange eier en mindre bolig enn de har bruk for p\u00e5 lang sikt.<\/p>\n<p>Ettersom <a href=\"http:\/\/oekonomi.no\/bolig\/2009\/09\/07\/boligmarkedet-eie-og-leiepriser\/\" target=\"_blank\">leieprisene f\u00f8lger eieprisene<\/a>, vil alle som ikke eier sin egen bolig bli rammet av denne typen regelendringer. Om en 2 roms leilighet koster 10.000 i m\u00e5neden, vil prisen \u00f8ke til 11.000. I tankeeksperimentet v\u00e5rt snakker vi om en samlet velferdsoverf\u00f8ring p\u00e5 omtrent 100 mrd. kroner.<\/p>\n<p>Det kan v\u00e6re at vi i 2010 skal koste p\u00e5 oss at alt vi bygger skal v\u00e6re tilgjengelig for alle, slik som Kommunalminister Liv-Signe Narvarsete sier.
